How to Invite People to Like a Facebook Page
The invite isn't an address book. It is a list of everyone who reacted to one of your posts and hasn't followed yet, and it's the best list you will ever get.

Switch into your Page first, so you are acting as the Page rather than as your personal profile. Then open a post the Page published and click the reaction count, the small row of icons and a number under the post.
The list that opens shows everyone who reacted, and you can filter it by reaction type. Next to each person who does not follow the Page there is an invite button. People who already follow show no button, and people you have already invited show that the invitation was sent. Click invite on anyone you want to reach and they receive a notification.
There is no select-all on most versions of this list. It is one person at a time, which is tedious on a busy post and is also the reason it does not feel like spam to the people receiving it.
Can I invite people in bulk?
Meta Business Suite offers a way to send invitations to people who reacted to your posts from its own interface, which is faster than clicking through each post. It still works on the same list: people who reacted and do not follow. Meta applies a daily limit to how many invitations a Page can send, and it does not publish that limit prominently, so if the button stops working partway through a session, that is usually the reason. Browser extensions that automate the clicking exist; they operate the same buttons you would, under the same limit, and they are not something Meta provides or supports.
How to invite friends to like a page on Facebook
From the Page, open its menu, usually the three dots near the cover area, and look for the option to invite friends. It shows the friends of the personal profile that manages the Page, and you can select several at once and send.
This is the option most people look for first, and it is the weaker of the two. Your friends know you; they do not necessarily care about the Page's subject, and an invitation from a friend to follow a business Page is easy to ignore. Use it once when a Page launches, to give it a starting audience from people who will not mind being asked, and then let the reaction list do the rest.
Can someone else invite people to my Page?
Anyone with the right level of access to the Page can use the invite from the reaction list while acting as the Page. Regular followers can share the Page or its posts with their own friends, but that is sharing, not the invite tool. If you want a team member to send invitations, give them Page access rather than asking them to do it from their personal profile.
Why does the invite say follow instead of like?
Because on the current version of Pages, following is the relationship that counts. Meta rebuilt Pages around followers, and on those Pages the like button is gone from the Page itself. Who is worth inviting?
The reaction type is a rough guide to how warm the person is. Someone who used love or care on a post has shown a stronger reaction than a passing like, and a laugh on a joke post says something different from a laugh on a news post. Prioritize posts that reached beyond your current audience. A post that was shared widely or boosted will have a reaction list full of people who have never seen your Page before, and they are the people the invite was built for. A post seen only by existing followers produces a short list, because most of those people already follow.
What happens after you invite someone?
They receive a notification saying the Page invited them. They can follow, ignore it, or dismiss it; you are not told which, except that followers show up in your count. You cannot invite the same person again and again, and there is no reminder to send.
This is also where expectations need adjusting. Invitations convert some fraction of recipients, and that fraction depends on how relevant the Page is to them, not on anything you can change in the invitation itself. The public number matters most at exactly that early stage, because a visitor judges a Page partly by how many others follow it.
