Spotlight is Snapchat's feed of short public videos, shown to people based on what they watch rather than on who they know. You reach it from the tab in the app, and you post to it by choosing Spotlight as the destination when sending a snap.

Anything posted there is public and can be shown to anybody.

It is the only surface on Snapchat where an account with no friends and no followers can be seen by strangers.
