The free part of Facebook is real, and Meta lists it on one page. The free follower apps are something else, and Facebook's Help Center says so by name.

Free Facebook followers come from people who see a public post, a Reel or an invite and decide to follow, and the tools that make that happen are free and built into Facebook.
